What this means
A plan change edits the subscription an organisation already pays for, so it needs one that is active.
Why it usually happens
Changing plan with no subscription yet, or with one whose payment has not gone through.
What to do
With no subscription, choose a plan from Settings → Billing & usage, which opens checkout. With a payment still owed, the plan can change once it has gone through. Nothing was charged.
