What this means
The act is included from a higher plan, and the body names which one. A plan gate and a billing state are different facts: this refusal says nothing about whether a payment is owed.
Why it usually happens
Asking for something the organisation's current plan does not include: batch artwork as one ZIP, adding your own domain, a link for one batch or one serial number, or giving a team member a role other than editor. Single symbols stay free at every tier, in every format, with the full preflight. Seats are free at every tier. A recall is never gated, at any tier.
What to do
Change plan from Settings → Billing & usage. What you already have keeps working: a domain already in service keeps answering, existing batch links keep resolving and every member keeps their role. Nothing was changed and nothing was charged.
