Why it usually happens
An ordinary link dragged above the recall's links while reordering the rest.
What to do
Reorder everything below them freely and leave the recall's links at the top. Only the order is refused here, never the reorder itself — a recall runs for months and freezing all link ordering for the duration is how a safety feature gets worked around.
