What this means
A live recall's scope only ever widens. Narrowing it would take the notice down for lots you have already told people were affected, with nothing recording that it had ever been up.
Why it usually happens
Correcting a first scope that turned out to be broader than the hazard.
What to do
Lift the recall and publish a new notice with the right scope. Lifting is the act that ends a recall and it leaves a record. A quiet narrowing would not.
