What this means
Every module in a 2D barcode has to be at least a certain width for the application it is printed for, or scanners at that application cannot read it reliably. The size asked for is below that width. At retail point-of-sale the minimum is 0.396 mm, and it is a conformance requirement rather than a recommendation.
Why it usually happens
Label space. A 2D symbol has to be printed at 1.5 times the module width a linear barcode would need at the same till, which surprises people sizing one for the first time, and the temptation is to shrink it until it fits.
What to do
Raise the module width to at least the minimum, or declare a different application with its own size table. Changing the application is a real choice about where the pack is scanned, not a way to switch the check off — and there is no way to switch it off, because a symbol that does not scan cannot be fixed after it is printed.
